Depends on what 'IS' is, things change.

'IS', being ever, has no design point, this perhaps meaning that it is everything, either all-at-once in as being in an eternalist superposition or as becoming in a presentist progression. From our point of view, we can't tell these time modes apart from one another.

In either mode, there is change; apparently, what 'IS' cannot be still, or at least not yet.

Open to investigation—the faint hope is that randomness is the bedrock reality, due to no possible input at that bottommost level; yet, this wouldn't help the 'machinery' of the will but would harm it.

My viewpoint traverses the world-line’s warps;

The explicate for the implicate course.

Or the Projector’s movie frames flip by,
In real 3D, with I and all portrayed,
The images arriving so quickly
That I think the forms themselves have moved.

With strong opposed ideas of Being's base.
Some wish to synchronize the Universe,
While some count only the observer's place.

The old dispute is based on that divide.
Do Present, Past and Future coincide?
The Universalist declares they must;
"Nay", says the Localist, "the past has died".

The fixless order of remote events
Is granted; the dilemma it presents
Puts Science and Experience at odds.
And so it goes, until one side relents.

It can’t have direction, with no inputs,

But how does the Projector run
If everything is static?
The sequencing of frozen frames
Is something kinematic.

Frame B could not succeed Frame A
Without time's real procession,
Nor could we contrast forward flow
With temporal regression.

OK, we'll have to switch that one to be Presentism, with a 'Manufacturer' representing whatever is going on during the Plank time, granting the universe a very thin present, with no past kept and no future yet until the next Plank 'now' makes it.
